On 22 March 2016, the UN hosted a session on federal public administration in the context of settlement negotiations, presented by World Bank experts and attended by the two negotiating teams. Representatives from the International Monetary Fund and the European Commission were also present.

The discussion covered principles and international experience on designing federal structures, fiscal considerations and functional assignments. World Bank experts described a number of federal countries as examples which could inform ongoing discussions.
