Construction in the Buffer Zone
For any type of construction in the buffer zone, at least two documents are required:
a construction permit from the local (Cypriot) District Office
an official letter from UNFICYP's Civil Affairs Branch, indicating UNFICYP's approval
Without these two documents, no construction is allowed.
People constructing in the buffer zone without these documents will be stopped and asked to leave. In addition, the District Office will be notified of any unauthorized construction.
Construction includes, but is not limited to:
building a house, shed or storage facility
drilling a well
fencing a plot of land
construction of any structure
In addition to the letter from UNFICYP, the owner will also need Job Permits for the workers actually doing the construction work. These permits are usually valid for six months and are limited to the plot listed on the permit.

By agreement between the District Offices and UNFICYP, the District Office will notify UNFICYP of the request and provide UNFICYP with the title deed and topographical maps.
Prior to making its decision, UNFICYP Sector Civil Affairs Team (SCAT) members may contact the owner for more information.
The District Office will not issue its permit without approval from UNFICYP.
UNFICYP will announce its decision in writing to the District Office, generally within 30 days. The letter will list any conditions that UNFICYP attaches to its approval of the project.
If approval is granted, the owner needs to be able to present the District Office's permit as well as UNFICYP's letter to UNFICYP patrols as proof of permission to construct on the specific plot.
Before the actual work can start, the owner must also use the Permit Application Form listed below to apply for the necessary permits to access the plot.
